During the Dollar crisis in Jordan in the summer of 1988, the Board of Directors of Amman Chamber of Commerce held an emergency meeting upon the request of the Prime Minister to discuss ideas and suggestions to stop this crisis from worsening.

In that meeting, I gave a hand-written one-page memo to the Chairman of the Board Mr. Mohammed Asfour in which I suggested two exchange rates for the dollar: a low rate for necessities and a very high one for other uses to become one rate gradually as market conditions develop. In that memo, I wrote that the dollar crisis is a "psychological problem and should be solved psychologically".

Mr. Asfour put the memo in his pocket and left the meeting to see the Prime Minister. 

Two days after that meeting, The Central Bank of Jordan announced its readiness to sell any amount of Dollars at a low rate (0.580) for necessities and at a high rate of (0.850) for other uses.

During the days and weeks that followed, the Central Bank of Jordan adopted a policy of bringing the two rates closer to each other by raising the lower rate and lowering the high one.

This policy continued until the Central Bank of Jordan fixed the exchange rate of the Dollar at 0.700 shortly before the MENA conference meeting in Jordan in 1966.

I have no material evidence that this decision came from that memo, but the timing of the sequence of events could suggest a relationship.
